A special citation commended the wartime service of Major Charles E. Ellis in the Ordinance Service. The commendation, signed by General C. L. Ruggies praised his “energy, ability and good judgement” in his many posts. He is a temporary officer, one of many retained by the Army until he can be replaced by a regular officer. Major Ellis was graduated from a military school, saw foreign service as a volunteer during the Spanish-American War and has held every rank from Private to Major. He was commander of the Mahwah Militia Reserve until he volunteered for active service. (Bristow)
